The verse is inline with this interpretation that it asks the women to keep their bossoms covered with the piece of cloth called head covering. Even in many muslim countries today where women wear 'dupatta', it is merely folded over the shoulders to cover the bossom, and not necessarily the head. Even though it is a head covering, but it is rarely used to cover the head. It is good that you have your interpretation, but it is wrong to demand others follow your interpretation.
