Muttaqi is not means Muslim, a non Muslim could be a muttaqi and a Muslim may not be a musttaqi.In the following verse Allah asking Muslims to enter into islam perfectly.From here we can say that just be Muslim not means that one is also muttaqi. O you who believe! Enter perfectly in Islam (by obeying all the rules and regulations of the Islamic religion) and follow not the footsteps of Shaitan (Satan). Verily! He is to you a plain enemy. (Al-Baqara, Chapter #2, Verse #208) When the Quran will be presented to a non Muslim if he is a muttaqi, he will accept it and will follow it as a deen.When Prophet(pbuh) strated preching Islam all were non Muslims but who ever was the muttaqi, he accepted the dawah and followed it as desire by the prophet(pbuh). If some one is not muttaqi even the prophet of the time could not made him to follow the religion as a deen, unless he him self desire it.This is some thing directly controled by Allah Him Self.
