His understanding is that it has been tampered by early generation. He said the following in his support:

If millions of Shiite could insert Ali’s name in the Azhan, then it is possible that millions of Muslims could insert Muhammad’s name in the Azhan. (Ironically, hadith books confirm this claim by narrating Azhan containing 19 words.) If millions of Christians can believe that their Bible is preserved by ignoring Nicene Conference and important textual problems, then it is possible that millions of Muslims could believe that their Quran is preserved by ignoring the early arguments, Marwan, and narrated textual conflicts. Obviously, there are differences in the degree, but not in the nature of the thing.

His accepts this Quran as a tampered one.

What I think is that, according to his understanding it was not the Will the way you have stated. Actually it was our misfortune that we have a tampered Quran that nobody knew before Dr. Rashad Khilafa pointed it out.

That’s what he is saying; it was the will of God.
