This we find in the 3)Sahabah. Now I give you another example here. The world is changing rapidly. Organ transplantation is possible now and this going on for quite a long time. Now the direction for organ transplant is not there in 1) Quran 2)Sunnah 3)Action of Sahabah.Now only left the forth option 4) Qiyas.This would be carried out by Scholars of today. Islam is a religion forever. So Islam must be able to give the answer of today’s and tomorrow’s needs. Both these examples will fall under the Shariah.So Sharia is rightly defined up there.
