It is understood that there would be cases of the past when people divorced their wives but Allah has not liked to quote that in the Quran. And undesirable things are not quoted and spread. Talaq is an undesirable phenomenon/eventuality and all instructions in the Quran and the procedure devised for enforcing the Talaq indicate that all efforts should be made to avoid breaking of the matrimonial relation/one unit of the society.
