For the specific case in my mind, the lady is in hijab and her face is seen only by family members. Answer: Beautification and make up is natural for women. That is why the Prophet (sws) always considered their natural urge for embellishment. Plucking of hair from the eyebrows is also a practice of the same nature. Therefore, if done for this purpose there is no reason to consider it disallowed. (also please refer to: Women Plucking their Facial Hairs) According to the Qur’an, women are not obliged to cover their faces even when they have worn some kind of embellishment, which includes makeup, by definition. We believe that they are not obliged to cover their faces even after putting on make-up.
