Some updates re: problems and tried solutions; faced by new and unemployed overseas drs in UK.

Dear friend,
Are you an Overseas Doctor working in UK or currently in UK, but unemployed?
If yes, this could be the most important mail you have ever received. Please read this mail in full - Very important information enclosed.
What is happening?
From April 2006, two things, which affect you, are going to happen:
Permit free training for overseas doctors is ending. Equal Opportunities policy will no longer apply for doctor's job selection. This means that Trusts will employ UK/EU doctors in preference to overseas graduates irrespective of qualifications and irrespective of visa status.
Trusts have already started recruitment with the new policy with the explicit statement: " UK/EU candidates will be given preference over non-EU overseas graduates" (eg: http://www.jpaget.co.uk/med_rec/Medicalvacancies.php)
Why is this a problem?
This was announced without any Consultation or grace period. This has significant implications for overseas doctors at all levels of training. They will find that after years of serving the NHS, they are being thrown aside in job selection. There is no guarantee that they will continue to be employed in further posts. Many will have to relocate at short notice, causing disruption to career, finances and family life, not to mention training. This is shocking news to all of us who came here believing in the promise of Equal Opportunities.
What are the implications?
All Doctors: You will have to change your Visa status. There will be NO Equal Opportunities in job selection and your skills and qualifications will not matter.
Those on HSMP, Permanent Residency etc will also be considered as "overseas doctors" for the purpose of job selection and will be considered only after UK/EU candidates.
SHO: You may never complete your "training". For those who want only MRCP and not UK jobs, remember that most Royal Colleges want 2 years "approved training posts". If you don't get a job, your Work Permit will end and you will become an illegal resident from the next day. If you are currently unemployed, you will almost surely never get a job / "training".
Registrars: You will require a separate work permit for each job in your rotation! And for those planning to specialise further, the door is shut firmly on your face. And you will never become a Consultant! (What you do after your SPR training is anybody's guess… Think of all the time you spent on learning "Consultant skills!) Isn't it gratifying to note that an EU candidate with no " UK experience " will be automatically considered over you for Consultant job selection, without regard for skills or experience?
What can we do?
The Time to Act is NOW.
Don't postpone it to tomorrow or expect others to fight your battles. Overseas doctors associations including British Association of Physicians of Indian Origin (BAPIO)are already gearing up to protest this unjust rule.

FORWARD this email to all overseas doctors in your address book NOW. Sadly many are still not aware of the dark future ahead.

· PARTICIPATE in the peaceful protest march to be held in London in April , being co-ordinated by Dr Satheesh Mathew, Consultant Paediatrician from London.(Date to be announced shortly, hundreds already committed)
· DISCUSS these issues with your colleagues and ask them to sign the petition as well.
· PARTICIPATE in the BMA Junior Doctors Conference at London and vote on the motions thereby deciding policy.. You don't have to be a BMA member. The recent changes that has been radically introduced in the past few weeks has demoralised overseas medical graduates all over the UK.
Health minister Lord warner has issued a statement that permit free training is to end and all overseas doctors have to be on workpermits from july 2006 to continue their work in UK.The rationale being an increase in about 56% doctors in UK.
The second wave of immigrant doctors started moving in as there was widespread media coverage about the severe shortage of doctors in the UK in the year 2000 .Doctors after passing the PLAB exam were allowed to start work on a permit free training visa which was primarily meant to keep the NHS running smoothly and at the same time compensating these graduates by providing training.
This agreement was widely accepted by international medical graduates and was mutually beneficial to both parties.
Doctors currently on permit free visa are at different stages of their professional training.Some have just started their professional training while others are halfway through the training and some are on the verge of their completion. The sudden end to permit free training has jeopardised the career aspirations of thousands of doctors.The gross realisation that their training is coming to a complete end once their current leave to remain expires is gradually sinking in.
I personally feel we have been used and abused by the Govt, the Dept of Health and the GMC.
The Govt dissapointed us with the imposition of the new rule ending permit free training. From now on overseas doctors will be 3rd on the list of possible candidates for current vacancies.
1st preference going to local graduates,second preference to Eu Graduates,and overseas doctors will only be employed if the 1st two categories are unavailable.
By the current practice,an EU doctor should be given a job even if he has a limited command of english,at the same time an overseas doctor who has passed the english language test(IELTS) with a minimum required score of 7 ,(which is suggestive of a very good command over the english language) will be rejected.
Wouldn't patient care be compromised or is it that if the doctors are from EU, language and communication skills shouldn't matter.
GMC had been conducting the Plab exam on a daily basis.Wouln't it have been fair on everyone if the exams where conducted in a more responsible manner keeping in mind the demand and supply requirement.The GMC has filled it's cofers by charging £480/-(exam fee) and the initial registration fee of £390/-at the same time making life more difficult by ridiculous rules which requires a job offer for registration and the requirement of registration to take up a job.We overcame all this discrimination and inequality with dignity and patience.It is ironic that the GMc is planning to scrap this law now and have openly admitted that overseas doctors have been treated unfairly.
Certain Nhs trust, notably James Paget trust is one of first trust to highlight the end of equal opportunities.They state to comply with UK Immigration regulations they are obliged to give first consideration to all UK and EU citizens,leaving out doctors even with HSMP visa and people wih indefinite leave to remain.
This current sequence of events has come as a shock to all overseas doctors predominantly the doctors in training and those waiting to start their training.
I kindly request you to intervene in this matter which is of utmost urgency as it affects the future of thousands of overseas doctors, who have dedicated their lives to improve patient care both past and present in this country.
I am a member of UKAID(united kingdom association of international doctors) which is at the forefront in it's efforts to highlight this gross injustice against all International medical graduates.
Please do not dissapoint us. All we are asking is ethical, fair and just treatment to all International medical graduates.
