Assalamoalaikum sister Sana
welcome to the forums.
There is no restriction upon a wife after the death of her husband about seeing him before or after the ghusl. Wife can even go to grave yard to pray for her deceased husband if she wants to do that. There is no such Hadith or Quranic verseText that would stop a wife to mourn her husband's death and see him before burial.

And also there is no restriction upon a wife about giving Gusul to her Late husband.
Do You know that who gave GUSUL to Hazrat Abu Bakr (RTA)?
His Wife!
In fact it is much better for a wife to do so instead of any body else.
