No Sanwal it is not the answer to your question and your question is intriguing but I can only answer better when you tell me what you understand from these verses.

Salam, Sanwal to answer your question there is a stipulation of why men are allowed more than one wife and also if justice cannot be maintained then only one is suggested so it is not for a man's so called need but for a social need.

Quote: If the purpose of more than one marriages is just to serve the widows and orphans, then it should be compulsory for every rich man to marry at least one widow and why a limit of 4, why not more than 4 to benefit maximum number of the women?

response: Marriage cannot be enforced on people. There has to be a need and want. Just because someone has the money does not mean he should have multiple spouses. He can contribute by supporting the needy in the society by making financial donations. If he is happy with one marriage then he should have that option.

In answer to your query about why 4 marriages and not more. It is a Divine command in Quran. It is like asking why 5 prayers a day and not 4 or 6. We have to submit to the Wisdom of Allah.

Quote: If the purpose is just to serve widows and orphans," why the balance is emphasized", rather it should be sufficient for a widow if she gets a shelter and her daily needs are met more than before this marriage.

"Balance otherwise only one" clearly puts condition on the man who seems to be the primary needy not the widows or orphans.
Or
If the widows or orphans are the primary needy why they need equal rights.

Response: Marriage has to have an expectation and an obligation. If you are taking a responsibility then you are expected to give it importance and value. If a previous widow has no rights and marriage only means financial provision and in return husband gets physical gratification then what would be the difference between marriage and prostitution.

What about the children of the widow. What sort of mental scars and labels will they grow up with. They have a father who comes at night and leaves by dawn. Do they not have a right to call someone a father who at least attends some of parent teacher meetings, sports day and shares holidays and time with them?

According to some of the scholars the verses about 4 wives were revealed following battles in which a significant number of Muslim males lost their lives. So statistically there was an in equality between the number of women and men. Islamic State did not have the provision of welfare state so those families that had lost their bread earner needed financial support and the genuine needs of women and children also needed to be considered. The 4 marriages provided that option with a proviso that the man had to be able to be fair in how he treated his additional responsibilities. I am cool with it.

One very important aspect of any obligation in Islam is accountability. People have free will even in one marriage to cheat on their spouses but eventually they will be held accountable in front of Allah for every responsibility they undertook. A true believer is vary of that and will always know his bounderies and limits.
