Is Lottery allowed in Islam?

Question:
You may be aware that a prize coupen scheme is running now a days. The scheme has been launched by The Bank of Punjab. In this scheme you buy a coupen worth Rs.25 and after the given date you can win a prize. Is it Haraam in Islam?
